Why someone on the ground
The Principality is small, and particular.
Some things only become visible once you are inside them: which authorisations an evening needs, when parts of the city stop being reachable, which suppliers do not take calls from the public, and how far ahead the good dates go.
None of it is difficult once you know. All of it is expensive to learn in the week before.
